Nothing can be inside of shoes, still, and all shoes must go directly onto the x-ray belt, soles-down. Shoes are no longer allowed to be run through the x-ray machine inside of bins. We are to advise passengers to remove shoes from the bins, or, lacking that, to remove them ourselves and place them onto the belt.

Apparently, DCA decided to get a jump start on it.
At the lightly used TSA checkpoint at the SJC International "Terminal", they gave me the option of putting them in a bin by themselves or placing them on the belt. So, it sounded more like a security thing, rather than them worrying about dirt in the bin. At least the French are ahead of us here. When I went through security at CDG a few weeks ago, there was no need to remove shoes.
The latest TSA nonsense is a step in the wrong direction.
