There is no charge for re-issuance before departure as the rules you stated. Changes to
first segment requires ticket re-issuance and repricing using current fare/rules. This is an IATA rule applying to
all international fares.@:-) It is in IATA ticketing manual, not in fare rules.
The only way around it is to make many confusing changes so that the ticket agent will make a mistake.
