The last few 777 flights I have been on it was indeed. If there is an FAA inspector type on board and they fail to enforce, they get written up. It was, IMO, an oversight on behalf of AA and Recaro, but nonetheless FARs must be enforced.
Spotty at best, then. On all of our 777 and 763 flights I've used that area (not even knowing until now that it wasn't allowed) and nary a peep. I would argue that, rules aside, SeatGuru is more correct as, in practice, the space is available for takeoff/landing storage.
