Where did you buy those SIM cards? Why won't a SIM card expire? The period of validity could be and is different depending on your top up amount and any specials in force at the time you buy your SIM card or when you top it up. It's naive to asume there is one answer. What makes you think the one that has not expired so far will not expire at all? Did you bother to find out what the validity period of your SIM card was when you bought it?

Just think about what you are asking. The only way the sytem would work with SIM cards not expiring would be if there were an infinite supply of numbers.
There is no reason why a given SIM card would not expire. You have to take certain actions to keep it from expiring. If one had to do nothing, pay no extra cost, make no effort to keep a SIM card active without using it, don;t you think we will quickly rin out of numbers? That's plain common sense, which seems to quite uncommon.

No, it does not. Incoming calls are free within the region. Since you bought a SIM card in India, I thought you knew what is commonly known in India. But I guess common knowledge is as rare as common sense. Incoming calls are free within the region where you you bought your cell phone. An operator is not given license for the entire country, but for regions, which may or may not be contiguous. The same way SIM cards with unlimited validity are limited by the life of the license granted to the operator.
I hope you do know that unlike India, Singapore is too small a country to be divided into regions.
