Do UA and NW use a similar amount of space? (I've only been in C and D at CLE.) If it were me, I'd move US to B from A, and put the consolidated DL/NW in A. Being that CLE is a hub for CO, the matter of connections will matter more than before when we were talking about aligning DCA.
