The answer according to the ONEWORLD website is no. But I just printed out my boarding pass for a PLUNA flight tomorrow and it shows a ONEWORLD logo on it. I have seen no other reference to that airline's link to the alliance, either on its website or those of AA or BA. The image printed on the boarding pass is usually a function of the ground handling counter/agent using a station that also checks/checked in customers for a OW airline-operated or -coded flight. PU having codeshares with IB and/or AA has been part of the picture and probably still is to some degree or another.
PLUNA has much more of a history with a (then) member of * Alliance -- that being Varig -- than it has with OW. It's not a member or official associate of OW.
