Yes, you can. Doesn't much matter which one you buy, they're all more or less the same.

Lastly, will the SIM card work in neighboring cities and countries for incoming calls? I will be in Southern Thailand, Cambodia, Vietnam and the Philippines.
Yes, but you'll probably need to explicitly activate roaming, and doing anything other than SMS while roaming will drain your balance very fast indeed.
