I guess it should be either the ticketing carrier, or the carrier of the next flight?
The oneworld ticketing agreement means any *O member can (and should if asked) reissue any published fare tkt issd by another *O member. Sadly, this isn't practiced very well, but it can (and should) be done. In my experience, there a few more steps I have to take as a ticketing agent to reissue an AA/001 or a CX/160 tkt - but I can do it - they don't always look the same as BA/125 tkt issued in Amadeus would, I just need to read between the lines a little more - and because of the extra attention required it is often tempting to refer to the original issuing airline and unfortunately that seems to happen a lot - I'll make an internal suggestion to oneworld4u to see if this could be improved.
