My experience on this is port dependent. In HKG there seems to be the flexiblility for agents to op-up companions by calling flight control. Whilst at outports like KUL, LHR, for example, they do it strictly by hierarchy and companions have to join the op-up queue as individuals.
Not sure that we can generalise from exceptional occurrences (which op-ups are, to begin with) but I was op-upped as an MPC Green, travelling with an Asia Miles general member, at an outstation, when we were booked on separate PNRs. All I did was ask whether there was any way for us to sit together since online checkin had not been able to assign seats!
That was at KIX. And I'm quite sure I've used up all my op-up karma, and more, from CX based on that unlikely confluence of events, right?
