Police respond to all medical emergencies where I am. They do this for two reasons. First, their response time is generally half that of an ambulance and they are all trained as Certified First Responders and carry medical "first in" bags which carry things like oxygen. Secondly, medical emergencies are sometimes caused by "other" factors ranging from drugs to abuse. And, there are many instances of people calling EMS only to steal our Narcs. Police presence reduces that.
So, while a simple 9-1-1 call for help that generates a response from 4+ people may seem like overkill (and usually is), there's a very legitimate reason for that.
I'd like to end this post with an NBC esque "The More You Know" PSA mental image for everyone.
