If the Jet Blue rep says they need to charge you a $100 cancellation fee, explain that you thought their policy was that no fee is charged as long as it is within 4-hours of the original reservation being made. FYI, this is in fact their policy...I've confirmed it with multiple Jet Blue CSRs.

Changes & Cancellations
For quick and easy changes or cancellations to existing reservations, please visit

For JetBlue Nonrefundable Fares, changes or cancellations may be made prior to
scheduled departure for a fee of $100 per person plus any applicable difference in
airfare. Any remaining balance will be placed in a JetBlue air-only credit and may be
applied toward future travel for one year from date of issuance. If a nonrefundable
reservation is not changed or canceled prior to scheduled departure, all money
associated with the reservation is forfeited.
For JetBlue Refundable Fares, changes and cancellations for a full refund are
permitted prior to scheduled departure. Such changes are subject to availability and
any applicable difference in airfare. If a refundable reservation is not changed or
cancelled prior to scheduled departure, all money associated with the reservation will
be placed in a JetBlue air-only credit and may be applied toward future travel for one
year from date of issuance.
Changes or cancellations made by calling our Reservations team will require
you to have your confirmation number or the name of the customer and the credit
card number that was used to make the reservation.

It didn't mention 4-hour period for waiving change fee for non-refundable fares.
However, it seems booking a refundable fare and wait until past the scheduled time will make it automatically converted to JetBlue air-only credit. It didn't mention change fee so I presume it doesn't apply.
Can you request fully refundable fare when redeeming TYN?
