It does not calculate that way. The 1800 does not come into calculation, other than it is a cap for the maximum base fare you can have.
1933.99 / 1.075 = 1799.06 - that is your base fare, just less than a buck shy of the 1800 cap. Very Good!
the excise tax is 1799.06 x 0.075 = 134.93
134.93 = 56.61 = 191.54, went to your credit card.
