Read his initial message. He is trying to get on the Delta flight as a non-rev passenger. Delta requires him to check in at the departure desk. They will not check him him for the flight at the gate. Therefore he must go through immigration.
A passenger with a regular ticket could avoid this.
Ok, thank you for the follow up. Never had the situation where I tried to check in at the gate, the FA I asked on my last flight said as long as the gate wasn't busy, it would be fine. I'm sure she wasn't aware there was a regulation that I had to present at the departure desk.
