I have always understood things this same way. But, that is why I posted the question - because if you fly on some LCCs like Ryanair, they are not going to get you to your destination sometimes. Thus, it would be nice to have some insurance as a backup.
Amex have an extra 'travel inconvenience' cover included with the free travel insurance that comes with some of their charge cards (including their Platinum card).
This pays you up to £150 per covered person if a flight is delayed by more than 4 hours or cancelled. Its mainly aimed at paying for meals/hotels etc. to make the situation more comfortable, but there is no reason why you couldn't use the £150 to pay towards a replacement last minute ticket with another airline.
The only other travel insurance that I've come across that would appear to cover Ryanair cancellation shenanigans is Axa's optional "Independent Traveller" cover, which is an extra cost option on their normal travel insurance policy.
