You are "speaking" to an individual who deals with the TSA over 50x a year, and has had enough negative experiences to be reasonably certain that 100 mL will not always pass muster with the TSA.
The fact is the TSA thinks 3.0 oz == 100 mL. So if something is labeled 3.1 oz, it will be likely be disallowed.
