You could make it into the city, have lunch and back within your four hour time frame. There are many restaurants to choose from in Puerto Madero so even allowing for one hour travel time each way (should not be that long) would give you a couple of hours to enjoy the city.

Thanks for all the suggestions! I had looked at the bus option but was not sure if there were any decent places to eat around the bus terminal. From what I can determine, as a Canadian I don't need a visa to enter the country and it would be good to stretch the legs and have some real food between flights.
Another option not discussed here (so far) would be excursions from the airport but I have not found any.
