It smells like what it is -- a way to get more $$$ from the "loyalty" program customers and make award ticket redemptions another DL revenue collection opportunity.
Adding on fees onto award tickets is a way for DL management to devalue the miles and further increase the income and improve the profit margins of the "loyalty" program(s) to record levels regardless of the impact on the customers.
