Looks like a mark to define the customs zone for international arrivals as it surrounds the area a plane would park in at that gate. Until a plane is cleared by Customs I'm pretty sure that airline employees are not allowed to approach it perhaps other than to get it parked. In other words, stay behind the line until the man with the shiny badge says otherwise.
