I second the recommendation of the JW Desert Ridge Marriott, if the price doesn't scare you away. It has lovely pools and a lazy river for tubing, good fitness room, tennis courts, golf, Roy's Restaurant on premises. You do need a car, but that's true everywhere in PHX, right? Check the Marriott and other travel sites for package deals. (And if you are willing to sit through a timeshare pitch given on their premises for the adjacent Marriott Vacation Club property, you can get Marriott Reward points or some other gift)

The shopping center nearby has lots of fast food and teen friendly eating places, and a movie theater, if I remember correctly. And you can head up to Sedona for hiking, if your kids are into that.

In fact, you might want to see if rentals are available at the timeshare facility -- Marriott Vacation Club Canyon Ridge. 2 bedrooms, full kitchen, balconies -- if you don't mind do-it-yourself meals, it can save the hassle going out to restaurant every night with teenagers, and there is an Albertson's nearby and Trader Joe's 15 minutes away. The property has its own pools, bbq grills, fitness room. Use of the JW facilities may be available to renters - they are to owners.
