I always get F seats on the first segment, but only Y seat selection on the second segment. It has been a documented problem for a while. When I first encountered it I thought it might be related to a discounted full Y but it seems to happen to a full Y as well. I've sent lots of documentation to CO Insider already.
As you figured out, just call for the additional segments.
