They're just like most N. Americna airlines. However there is a Canadian requirement saying the programme expires but is renewal hence from the Aeroplan FQ:

Aeroplan members currently have until December 31, 2004 to accumulate mileage and until March 31, 2005 to claim rewards for travel until December 14, 2005, inclusive. These dates are Aeroplan's contractual obligation to its members in the event the program is ever terminated. Although Aeroplan is subject to continuation, it has been extended regularly since our inception in 1984 and every time the mileage accumulated by our members was carried over.

However, Air Canada reserves the right to cancel any member's account who, on January 1, 1997 (and on January 1 of every subsequent year) has not earned Aeroplan miles during the (3) previous consecutive years, excluding any sign-up bonuses. Any member whose membership is canceled will have all accrued Aeroplan miles forfeited and he/she will be removed from the program.
