It lists two tables for fares on the N'Ex, the lower being significantly cheaper than the upper. What is the difference?
The top table lists the fare on the Narita Express train service which runs direct from the airport to Tokyo station. The lower table lists the fares for the much slower Airport Narita train service, which is a local train that makes many more stops and takes much longer.

Keisei also run trains from the airport, but they go to Nippori and Ueno instead of Tokyo station.
