Ah, I get it - you're one of those people to which the rules just shouldn't apply. You are given the form, you read the form, you sign it -- food is food, and the airlines and signs on the way to the agricultural area make it very clear that you should declare whatever you have.
The folks in NZ particularly are very polite and quick, Australia too for that matter (even had some common sense applied when it was necessary) ... these are island nations. Their economy depends on NOT having foreign insects and diseases introduced into their environment.
