I would read this as positions 1-9 on the upgrade list for the flight being occupied by people who already have confirmed seats on the flight - and then the remainder of the list (which matches the standby list) being people who are standing by and, if they get on the flight, and if there are seats up front, would qualify for an upgrade (elites or whatever).
Seems completely logical.
While true for this list, I have often seen the #1 position on the list occupied by someone who was standby on the flight. The last time I saw this I was sitting next to the gate agent so I know how it happened.
Someone, confirmed in first on a later flight, came up to the gate agent and asked to take the earlier flight. The agent told the passenger that the flight was actually overbooked and even if he cleared the standby list he may not receive a first class seat (it was booked full at the time -- though one not checked in). He accepted. I reloaded the lists on my Blackberry and the person wound up #1 on both the flight standby list and the flight upgrade list. Sucks to be the person who had been #1 all day and was confirmed on that flight because they weren't on the flight standby list.
So the point is...some people who wind up on the flight standby list are still ordered based on priority (elite level, etc.) on the flight upgrade list. This
might be based on being checked-in for a different flight that day or not; I'm not 100% sure.
