This same thing happend in MSY. When there is a major weather related problem - and only F seats available - Y fully booked - then CO should (in my view) process EUA and open up Y seats. But instead CO holds out to sell the F seats for maximum amount, when there are passengers on cancelled fights looking for a reaccommodation seat.
