The word "sell," semantically speaking, includes both the offer and the final transfer. The act of selling begins with intent. I think you'd have a weak argument if you said, "Oh, I listed this on Craigslist but didn't plan to let anyone buy it!" Listing an item for sale indicates a plan to breach the program's terms, and CO can't tell if anyone emailed you to buy what was offered.
One would hope that CO will be reasonable, and that the OP can work this out if they have done no wrong. We are jumping to conclusions about CO's response, as it is not yet known.
