Thats why you can say whatever you want to to a decoy hooker (an undercover cop) until you have arrived at an agreed upon price for whatever there is no crime. You can ask a decoy cop how much she wants to do XXX till you agree to pay her X $ , you cant be busted. You can go onto a chat room and try arranging to meet some under age girl or boy, until you actually show up at the agreed location Im assuming its a sting op) the cops cant bust you even if they know who you are.
thusly all youd be guilty of is having "Intent' but you didnt committ any crime. I dont think its against CO T&Cs to have Intent. If having Intent was enough AA would move as CO did , but they dont cause having Intent is NOT enough. The actual sale or barter must take place
Now say I put mile sup for sale on Craigs and someone from CO contacts me and we have an agreement then that should suffice, but if CO was smart theyd do as AA does and track teh miles and to whom they were given to and then bust teh person either as they are preparing to get on either their Outbound flight or their return flight. That will stop 2 people from ever doing it again both the buyer and the seller
