Transferring to El Al - whose baggage limits apply?

Hi,

My family will be flying SFO -> FRA on UA, then transferring to LY to TLV. The tickets are on separate itineraries (first leg is award travel). We are allowed 70 lbs each on UA (elite status), but apparently LY has a 44 lb limit for non-US routes. Two questions:

Can we check our bags through from SFO to TLV even though the segments are booked separately?
Is there any possibility El Al will allow more than 44lbs based on our journey originating on UA in SFO? Might they at least allow the 50lbs they'd allow were we originating on El Al in the US?
