Baggage Allowance
I booked on Delta.com the flights YOW-YYZ-LAS, all on WS metal. On the confirmation email, Delta states for baggage allowance:
YOW-YYZ - Carry on only (DL 7089 operated by WS 369)
YYZ-LAS - First and Second bag included (DL 7164 operated by WS 1118)
Is this accurate baggage allowance?

Any fare basis? If you can select the Plus (row 1-3?) seats at least for the YYZ-LAS flights, it would imply you have a Plus class ticket and hence get 2 pc allowance.
Otherwise, it would appear that DL has not updated fare/baggage information.

I will print the email and show them at the check in counter but most likely DL is incorrect as mentioned. I've had a similar issue with AA/QF in the past, except that trip had segments on both carriers.
Also, it wouldn't let me check-in at T-24 for this trip either, so maybe booking a code share flight doesn't allow advance seat selection.

I called WS. No free baggage. Might want to let Delta know about that. Also, I would like to add the seat preference of "Never in row 12" on my booking profile for future flights. Any way I can do that?

We don't actually do seat selection until you check in for your flight, at which time you are free to pick and avoid whatever seat/ row you love or hate.
