It's typically whatever the overwater partner's policy is. I'm not seeing Eva as a partner here but this may be out of date.

Would like to see if anyone has any recent experience on this topic.
I understand the idea that if the tickets are on separate itineraries, there is no obligation to do waive the fee and/or check bags though to INTL destination.
However, I know that AA is historically great with this.
Leaving out of DAL on VX, connecting to Singapore out of SFO. Would love it if I could check all the way through to ICN, but if not, oh well.
