Seat map full - flight 'all the 9s'

I'm a practical sort of a guy. I can understand that if the flight is Y0 then the seatmap may still show unassigned seats. But when the flight is:

Where have all the seat assignments gone?! It makes no sense unless they are all blocked!

Economy Plus is wide open. Only UA elites and people who've purchased E+ Access can see (most of) the unassigned seats.

This is TED to MCO, so heavy leisure and few elites. E+ is often quite open on TED's MCO route
There is also no F, only economy seats.

I checked the flight and there is only 11 people in the E+ (which is Rows 1-11, and that's 66 seats total). (I did not realize there was a screenshot poasted - Thanks jswong!)

You can get 3P nomination from somebody on the Coupon Connection rather cheap these days.

Good idea. Probably not much more than buying E+ for the flight at the airport.

Jeff
I've seen a number of seatmaps looking like this recently. I always wonder, is E- really that jammed? I know they don't do seat-blocking, but could some middles appear full when they are actually empty?

Regrettably not all that unusual...

Check almost any flight logging in to the bomb as guest and you'll see very few seats available, and none you'd want to reserve...

besides E+ blocking, some seats in E- maybe blocked for gate assignment. As has been said before, the public seat maps are not a reliable view of the situation.
