Question on "Taxes and Fees" on United.com

I am searching for flights EWR-MBJ for 5 people for next March. The United website comes up with a fare and it indicates that the fare includes all taxes and fees. ("Fares listed are for the entire trip per person and include taxes and fees")

When I select the flights, it then adds up the fares for the 5 people AND ADDS >$700 in 'Additional Taxes and Fees'. This happens when I select that I am a Canadian resident.

If I select that I am a US resident, the fare is higher, but it does actually include all the taxes and fees and they are not added later.

What gives? Anyone else come across this issue?

US laws require the all-in price to be displayed on all pages where a fare is shown. I had thought that the Canadian rules were the same but perhaps not. But I'm guessing that's why it shows up that way.

The issue is that even the 'Canadian' fare says that it includes all taxes and fees, but it in fact does not when I go to buy it- the website adds an additional >$700.
