Better than iLaunch (which runs on WM2003SE and up)?
Plus iLauncher is for WM pro devices and the current "leak" of WM6.1 photos is for the "standard" version of WM.
So yes, WM6.1 is "better" than iLauncher.

Outlook is an application.
Adding features to applications doesn't require a rewrite of the OS.
Besides, when an OS is a "total rewrite" it doesn't get a decimal appendage, it gets a new number - like WM5 to WM6. Six point one (if it exists at all) is a skin with some Vista and Office 2007 compatibility features tacked on.
I'm waiting for MSDN to announce a 6.1 SDK - but I don't expect one, because the API hasn't changed.
