Americans Abroad Renouncing Citizenship to Avoid Taxes

Greetings:
I read this article about Americans abroad renouncing their U.S. Citizenship in order to avoid American taxes, etc.

Please help me to understand:

Does that mean that an American living say in Europe, working at a European company has to pay both European taxes AND U.S. taxes??
