The purpose of the new maximum dimensions is to standardize among airlines. If Sen. Schumer succeeds, then Americans who travel internationally may very well end up having to check their carry-on bags when flying abroad. Granted, some foreign carriers already have much stricter requirements (Virgin Australia's weight limit for carry-ons for example).
If anything, the first checked bag should become free again for everyone, not just people with status or who have the airline's credit card.

Followed by the airlines requesting TSA to get involved checking bag sizes at the checkpoints to enforce the new airline policies.

It's said that one of the more hazardous locations is to place yourself in between Senator Chuck Schumer and a microphone - or to be an FA telling him to turn his cellphone off.

According to this article in Time subsidiary Money, this proposal is getting a "comprehensive reassessment." In other words, it's toast.
