agreed. there are multiple, and some are occasionally roped off if not busy.
Very easy to find the way out...typical red / green lanes.
Once outside customs and landside, the doors and meeting areas are well marked (numbered)

That is the predominant one.
Exiting from customs is only on level 2. What you are talking about has nothing to do with customs.

The flow from ground level to upstairs is very odd. Well, maybe it changes on the whim of AOT but it involved security blocked escalators and various shinanegans

There is one travelator that is blocked except for airport passholders. The elevators do not stop at floor 2 on the west side, they might on the east side. Easiest access upstairs from the ground level (non-elevator) is on the east side.

There are two (2) exits after clearing Customs for international arrivals. This map may help:

On level 2, international arriving passengers can exit from either "B", at/near door #6 or "C", at/near door #9. Which one depends on the baggage carousel their flight used, usually.
This area, in light blue on the map, from at/near door #4 to door #10 is only accessible to airport pass-holders. This was done to keep the area clear and allow arriving passengers to exit. When the airport first opened this area was open to all, and it became quite congested, making it nearly impossible to get through the crush. Hence the convoluted escalator/travellator flow, and the elevator (on that side) not stopping on level 2.
If you want to meet/greet someone it is best to wait at/near the official meeting point/area near door #3, or perhaps on level 3 if you've used the parking garage, or level 1 if you'll be using a taxi. Just choose a door # and level to meet.
