that's the same for all flights to Europe around New Year. They would not open any seats for PUP from FRA between Christmas and New Year as well. I had to beg them several times...

Same for me: i booked today a trip for July 2017 using the 2016 50% award without any problem. I have done the same for the past 2 or 3 years. The departure date is irrelevant, the only condition is that the miles are deducted in 2016.
TG also informed me that bookings for the 2017 birthday award can be made from 15th December 2016 onwards.

also for Gold it is possible to make a "proper" correct booking (in terms of TG: for departure "within this year") and then, later, rebook (within ticket validity of one year) to your preferred later departure in next year - against payment of USD 40-fee), subject to availability.
