Finally succeeded
I finally got this to work. Here’s what I did. I have no idea which was the magic key that fit the lock, so bear with me as I explain what I did.
I last hit my head on this particular wall on or about March 13. It is now April 2. The interval may be important, and it may not.
I changed my password on or about March 13 to an 8 digit number only (no letters) password. Turns out that may be significant. At one point today I got an error message telling me that the password must be all numbers. So if your self selected password has letters in it, you might want to change it to all numbers.
I got it to work today using Firefox. Two points that may matter, or that may not: I am using the most up to date version of Firefox (it just updated last week) and I happened to clear cookies as well last week.
The last time I attempted this I updated my cell number (and made sure it was the only phone number in the record) until I could see an indication that it was “bound” to my profile. Again, I am not sure if this step is necessary or not. My cell number has the +1 prefix/area code/number format in my profile, but note that it would not let me log in that way.
So today, I decided to try one more time, (yes, I am persistent to a fault. And I know what Albert Einstein said about doing the same thing over and over and expecting a different result....)
I started in Firefox. Went to www.spgchinapromo.com Logged into the SPG site without trouble. Then I had to deal with China Eastern. I tried the cell phone number with the +1 and it said account not found. Then I put in only the 10 digit area code/phone number like I would do in the US and used my 8 digit all numeric self selected password. Typed it in, did not let it autofill. I have to admit that I almost fell out of my chair when it worked.
I now have the SPG and China Emails confirming that I have successfully linked my accounts. So I think it’s done. Hopefully tomorrow or the next day I will see the Silver status.
Wish I could pinpoint the problem, but I can’t. All I can do is report in detail what worked for me. Of course, I recognize that it’s also possible that someone was alerted to the problem and actually just fixed it.
Whatever happened, I am grateful.

I've done it -- just trying to remember exactly how. IIRC, I had to do it from the Hong Kong site. From the chinese site, you can change the drop down to "Hong Kong English" Just log in with your cell phone number and poke around a bit. You will eventually find the e-card, which you can print.

OK, I managed to successfully link my accounts and chose China Eastern in my SPG profile as my current earning partner. I flew a CE flight about 10 days ago and have the email from China Eastern indicating that I have received 650 points in their program. However, I have yet to see the approximately 162 SPG points post (4:1 ratio; CE:SPG). Anyone know who long this normally takes to post? At what point should I reach out to SPG for the missing points?

How soon are Starpoints I earn from an Eligible Flight deposited into my SPG Member account?
If you linked your SPG account and your ‘Eastern Miles’ account to participate in the Eastern Explorer Rewards programme and are an SPG Platinum or Gold elite member, Starpoints that you earn for Eligible Flights will be posted to your SPG Member account within 4 to 6 weeks after the Eligible Flight is completed.
I hope this helps.

I found this in the FAQ for this partnership:

Thank you, William for the prompt response. I will calendar this for a follow up in mid to late July, which will be 6+ weeks after the flight.

I have never gotten SPG points for flying CE which I do all the time. I have contacted SPG who told me to contact CE which I have yet to do as their service remains subpar. Half the time I never even get CE point...
Still the program is great for lounge access.

Just found my points in my account, sort of through the back door. I was on the SPG Dashboard, and it indicated I had received points. Then I went looking for that exact number of points in my account. There is no descriptor anywhere that says "China Eastern."
They posted on the 30th of the month, 2 days after the flight. The description is in the following format: YYYYMMDDxxxyyy where xxx= the departure city airport code and yyy= the arrival city airport code.
Hope this helps someone else who may be thinking they did not get the partnership points.

Apparently there is another password, beside the 8-digits password, call "consumer password" or "consumption password" to login into the China Eastern membership account to pass the "step 2" of the linking process. There is no where to set that password.
I called China Eastern customer service. From what I can understand (some language barrier), the consumer password is a password needed when buying a ticket, seems only give out by the airline. They send me a form to fill out and need a copy of my passport to proceed. After that, seems something can be activated so the setting of the consumer password can happen.
I am hesitate to send my passport information and wondering if this is the only way to get this done?

the front desk had no idea what the spg partnership was about when i was asking some clarifying questions on how the status works.
they also mentioned that any miles accrued through china eastern could not be removed and redeemed for say any other skyteam program (i've had previous success from removing miles accrued through eva air and applying them to united so i am not sure how truthful this is)
another option they mentioned was submitting an image of your passport through the mobile app, but after that god knows what will happen..
wish me luck to see if i get the benefits described.

Will I earn Starpoints with this flight?
