I was in the NE (Punggol) this morning and tried to get an Uber around 5AM and none were available.

Sort of. It can take you to the causeway, then you have to take a local uberx once you cross over to JB.

Which means to change cars. Considering that Doubletree is within 10min walk I do not think it worth it.

I believe you'll actually have to get off on the Singapore side, use a public bus to cross the "no-man's land" of the Causeway, drag your bags through the neverending corridors of the CIQ on the Malaysian side, and then hail another UberX on the other side. So, no, this would not be convenient at all.

If you go to Queen St Bus Terminal in Singapore, you can find the (few) specially licensed taxis that are allowed to cross the border. If you board a Malaysian cab here, they can take you anywhere in JB.

I recently used a service the other way around - from Senai Airport in Johor Bahru to home in Singapore. Wasnt cheap, but it worked well. Here is the link http://www.sgmytaxi.com/

I think it will cost you SGD90. Certainly cheaper to use the Queen Street Public Taxi service - but with this they will meet you at the airport and drive you straight to the hotel.
