Free change of flight during "stopover"?

Free change of flight during "stopover"?

I am planning a ticket one-way Saver Luang Prabang - Singapore - Istanbul in SQ J using 45k Krisflyer miles

Just to check that

a) I can have a stopover - I understand this will be $100USD - presumably I have to call for this ?
b) once I've flown the first leg, I can still change the SIN-IST leg for free, as long as I complete all travel in a year?

Unless the rules have changed recently, stopovers aren't allowed on one-way saver awards. I guess free stopovers aren't possible but paid ones are. So please ignore this post.
