SQ doesn't offer arrivals lounges at SIN. In fact, they tend to abandon their premium passengers at the aircraft door.
I've used TPR for evening drinks and dinner, stayed overnight in the transit hotel, and then returned to TPR in the morning for breakfast before a SQ flight in FC with no problems.
Don't forget that if you go land side, you can re-enter the airport at SQ's FC check in lounge and do passport control there, close to the T3 lounge and TPR. However, the FC check in lounge isn't open 24/7; it closed late in the evening.

I got a second invitation to TPR which they took when they escorted me in and showed me around.

I recently flew PVG-SIN in F and then SIN-FRA in J later that night.
I just showed by J boarding pass (which stated I was invited to the F lounge) and told them I'd flown in on Suites. I didn't show my stub or ask for TPR access but was led straight to TPR nonetheless .
It seems like there's an element of luck involved in gaining TPR access.
For what its worth I prefer the atmosphere of the F lounge and quite enjoy sitting at the bar. Obviously TPR is more of a calm environment at peak times but the F lounge is my preference otherwise.

If I arrive in SIN from CGK in FC what lounge(s) do I have access to if it is the end of my itinerary? I will be arriving in the evening and have a departure the next morning at 6AM on ANA in J on a separate itinerary. I don't plan on leaving the airport.

If you're PPS Solitaire, you're entitled to use the Krisflyer First Class lounge on arrival, regardless of whether you're taking a SQ or non-SQ flight subsequently.
Otherwise, if you're PPS or have other Star Alliance status, you're entitled to use the Star Alliance lounge, but not the Krisflyer lounge itself.

It doesn't appear so based on the answer dickson_g gave. If someone has an answer to this question as "yes" could they also tell me if it would apply to non-suites FC as well?

I know I've said this before but this is a serious flaw in SQ's service. Not to have any lounge available to suites passengers on arrival is hardly the kind of service SQ prides itself on, especially for early morning arrivals where hotel rooms will not be ready yet. Really disappointed. Why do they make such a big effort for departing passengers and just the opposite for arriving ones?
