It is charged by your host airlines, not Star Alliance. If using SQ miles, yes.

For a North America to North Asia one way ticket on one of the Star alliance airline for example UA, roughly how much would the fuel surcharge be?

Yesterday I redeemed UA miles for a Business Class award ticket in June from the US to SIN with two SQ legs (other segments, 2 on OZ and one on TG). Total cost for the ticket was $60USD. So it doesn't appear in this case that a fuel charge was added for a redemption through UA.

Fuel surcharges are the perogative of the ticketing - not the operating - carrier.

To Clarify when booking US-UK flights in C I was charged about $350. So it depends as stated above on the route and carrier.

Fuel surcharges on *A

This is what I have experienced-

1) Using KF miles to book on SQ- paid fuel surcharge of $500 for transpacific
2) Using KF miles to book on *A partner that doesn't charge a fuel surcharge (UA)- no fuel surcharge
3) Using *A partner that doesn't charge a fuel surcharge (MP) miles to book a SQ flight- no fuel surcharge

Answer is irrelevant as question is related to SQ KRISFLYER miles and NOT UA miles.

Most US based FFP programmes are exempt from fuel surcharges when issuing on other partner airlines.

However, how does SQ charge YQ on NH flights ex HKG (mainly because fees ex HKG is regulated but not the opposite direction ex Japan-HKG)
