(DEAL GONE) Hertz MAN $17.01 GBP per week midsize car

With tax comes out to $19.99 GBP per week. Additional days are $2.43GBP per day + tax
Midsize with manual transmission and no Air Conditioning but a nice price. Only seems to work for MAN

Was able to find this but it seems to be a prepaid rate. Is this vaild for UK residents only?

Does not come up on US site.
Can see the low rate on UK site,
but don't see how to test if it works with US residence,
as the screen to enter address is the same as for credit card,
and is definitly prepaid.
Although one can cancel free within 7 days...
and I didn't see any residency requirement in the T&C.

I may give this a try, as I live near Manchester - would be worth renting even for a full year instead of leasing a car @£20/week including maintenace and road tax - a bargain for sure.
