It apears from askBA that only BA Golds and those in eliglble cabins may do so:
Which airports have Arrivals lounges and who can use them?
British Airways' exclusive Arrivals lounges are available at:
* London Heathrow
* London Gatwick
* Johannesburg International Airport
The lounges are designed to help you feel relaxed and refreshed after your flight, offering breakfast and shower facilities, and even a massage or a work-out in the gym.
British Airways' Arrivals lounges are available to:
* Executive Club Gold members who have arrived on a British Airways or Qantas longhaul flight.
* Arriving passengers holding a ticket booked in Club World or FIRST.
Please note that Gold members cannot bring a guest into any of the Arrivals lounges.

There has been no need to argue for several years now, BA staff are well versed with the QF privileges and there is even a sign at the LHR T4 arrivals lounge desk covering the QF CL/WP access rights! And it is often broadly interpreted to include non-JSA flights if you say you originated in Australia and came via US for example. But this is only at LHR.

Unfortunately the Lounge Staff still don't know this either, so an argument is required each time (today included) before you can get in.

I've found an online version but this seems to be an old version and has no mention of Premier.
