Am I reading this right that qualifying fares are $250 including taxes?

That doesn't mean anything. The webpage will let you register wether or not you are targeted.

If you aren't targeted, then you will not receive a free ticket.

Free Award Ticket Terms and Conditions: The free award ticket will be valid for roundtrip travel on all United, United Express and Ted flights worldwide between 1/3/05 and 6/30/05, except on the blackout dates. Ticketing must occur between 9/23/04 and 6/15/05. No stopovers or circle trips are allowed. The free award ticket will not be valid for travel on the following blackout dates: February 11, 12, 13, 15, 2005; March 11, 12, 13, 18, 19, 20, 25, 26, 27, 28, 2005; April 2, 3, 2005. The free award ticket will be booked as a Mileage Plus Saver Award (XY booking class) for economy travel. Seats are limited and may not be available on all flights or on all days of the week when you travel. Travel on the free award ticket must be booked at least 14 days in advance of departure. Travel must include a Saturday night stay. The maximum stay is 30 days. Free Award ticket is transferable, but may not be bartered or sold. Passenger traveling on the free award ticket may not accrue Mileage Plus miles or earn miles toward Mileage Plus status. The free award ticket is not upgradeable. Offer is subject to change without notice. Other restrictions may apply.

* Free Award Ticket Additional Taxes/Fees: U.S., Canada, and Caribbean fares do not include a $3.10 per flight segment tax. A flight segment is defined as one take-off and one landing. Fares do not include the September 11th Security Fee of up to $10 maximum per roundtrip or Passenger Facility
Charges of up to $18, which may be collected depending on the itinerary. Fares for Hawaii and Alaska do not include a $6.90 (each way) departure tax. For travel from Canada, fares do not include U.S. Inspection Fees of $7 per roundtrip, taxes/fees imposed by the Canadian government of up to $19.50
per roundtrip, and a $27.40 per roundtrip international departure and arrival tax if outside of the 225-mile buffer zone. Fares for San Juan, Puerto Rico, and St. Thomas, Virgin Islands, do not include a $13.70 (each way) arrival and departure tax. All international fares are subject to U.S. arrival and departure taxes and agricultural, immigrations and customs fees of up to $40. For travel to some countries, additional airport, transportation, embarkation, security, duty, equalization and passenger service taxes/surcharges of up to $48 will apply depending on destination. For return travel from some countries, fares do not include airport and/or departure taxes of up to $36, which may be collected by the foreign government.

Free Award Itinerary Changes—Domestic: Tickets are nonrefundable. No changes may be made after ticketed departure date for any portion of the ticket. Tickets whose reservations are cancelled prior to the ticketed departure date are valid for travel one year from the original issuance date.
Changes made on or before departure are subject to fare rules and a service charge of $100. If a reservation is not cancelled before the ticketed departure date, the ticket has no value.

Free Award Itinerary Changes—International: Tickets are nonrefundable, but the return portion may be changed for a fee ($100 for Latin America, $150 for Pacific and $200 for Atlantic destinations), provided the new itinerary is within the parameters of this offer, minimum and maximum stay requirements are met, and the origin and destination are not changed. If the reservation is
cancelled before the ticketed departure date, the itinerary may be rebooked up to one year from the original ticket issuance date for a service charge ($100 for Latin America, $150 for Pacific and $200 for Atlantic destinations). If a reservation is not cancelled before the ticketed departure date, the ticket has no value.

Miles accrued, awards issued and bonus offers are subject to the rules of the United Mileage Plus program. The Mileage Plus Program, including accruals, awards and bonus miles offers, is subject to change without notice. Taxes and fees related to award travel are the responsibility of the passenger. Since this a paper cert and cannot be booked on the web I suppose the phone or airport booking charge will be added. This is not metioned in the T&C. I think this is a good case to have this fee waved.
