Am I reading this right that qualifying fares are $250 including taxes?

??That doesn't mean anything. The webpage will let you register wether or not you are targeted.
If you aren't targeted, then you will not receive a free ticket.

Since this a paper cert and cannot be booked on the web I suppose the phone or airport booking charge will be added. This is not metioned in the T&C. I think this is a good case to have this fee waved.
