SAS to Tallinn
SAS will serve the route on its own, starting "next week".
ARN 4 daily rotations
CPH 3 daily rotations
OSL 1 daily rotation

JetTime (JO) operates about 13 ATRs (500 and 600) for SAS on a wetlease. Mostly between CPH or ARN to smaller airports in Nordics+. The aircraft even have SAS livery but the cabin interior and uniforms are JetTime colors. ARN-TLL seems like a likely destination for those birds and to be honest, the 600s are really nice. Much more quiet than the Dash-8s, roomy and comfortable.
Also Braathens Regional operates some Saab 2000s (e.g. SE-KXK) for SK. Could be also an option for TLL.

I'm booked in Premium Eco on IAD-CPH-TLL and back in January. I checked my itinerary and the CPH-TLL leg has disappeared from it, but the TLL-CPH on the return is still there as SK8407 operated by Estonian Air.
I guess in the next day or two, this will just be changed so TLL-CPH and CPH-TLL are in SK's hands. What happens to Premium Eco on those legs though (booking class B)? Estonian Air had such an offering, but will this exist on the new flights?

Does anyone have more information on the 3x daily CPH rotations? Right now, if I try to buy the same itinerary on SK's site, it offers me a 13:55 CPH-TLL departure (operated by Cimber on a CRJ) which is a much longer layover in CPH than the original OV flight.
Then on TLL-CPH it has an 11:00 departure, arriving 11:35 to CPH and then my IAD-CPH flight is at 12:20 so 45 minutes seems like quite a tight transfer for a US-bound flight.
OV had an early morning CPH-TLL rotation. Any word on if SK will add that also? Maybe I just need to wait another day for things to be loaded in.
Then on TLL-CPH it has an 11:00 departure, arriving 11:35 to CPH and then my IAD-CPH flight is at 12:20 so 45 minutes seems like quite a tight transfer for a US-bound flight.

I wonder if SK will adjust the times on the CPH-TLL flights to help with connections from their US flight, or I should just stick with the long layover.

The dayrooms are indeed closed down (I inquited a month ago), but there is a rest area over the entrance that is usually quiet and empty. I benefited from it several times already. But only 4 places in there.

As far as I can tell from SAS website, ARN-TLL will be run with an ATR-72 operated on wetlease by JO, CPH-TLL will be run with a CRJ-900 operated by Air Nostrum (?) on wetlease and OSL-TLL will be run with a 737 operated by SAS itself as well as a CRJ-900 by Cimber on wetlease. OSL-TLL starts in January 2016.
As far as I remember it was about 10 years ago since SAS last flew to Tallinn with a 737.

It looks like SK has indeed adjusted the times. SK1786 now departs at 7:55 instead of 7:40, making a connection from the incoming IAD flight possible.
Of course, when I booked my IAD-CPH-TLL flight two months ago, it was still on the 7:40 departure so I wasn't offered SK1786 as the connection flight was too short, and instead ended up on SK1788 with a really long CPH layover. I wonder if I can convince them to move me to SK1786 instead, now that it has a sufficient connection time?
