FedEx or Registered Mail when mailing passport to foreign consulate for visas?

I sent a passport by Fed Ex to consulate in Washington DC for Vietnam visa in 2004. Fed Ex lost it. Because I neglected to buy insurance for the value to replace them, they only paid $100 on my claim.
I sent passports by USPS to Chinese embassy in Chicago in 2001. They made it there but got lost by USPS before they were returned to me. I had to get new passports and start the whole process over costing me hundreds of dollars. The USPS would not reimburse anything. Second time we went to China in 2009 I used a visa service company to do it for me.
So it doesn't matter how you send the passports-just be sure to overinsure for the cost to replace them if they are lost.
