Taking the mileage credit on international carrier or domestic partner

I just took a trip to HKG on China Air. They have the flyer program which I enrolled in and I have to send in my boarding pass stubs for mileage credit - what do you suggest I do, take the miles on China Air or Delta ? ?

Exactly. You don't want to have ~15k orphaned miles that you'll never be able to use
