"Allowed 4 connections"...

"Allowed 4 connections"...
When a ticket class (sub class in coach like W, H, B, Y, etc.) says a certain amount of flights are allowed (connections), what does this "truley" mean?
When I decide to take the say the $108.00 IAD-PHX, it allows 4 connecttion. So when I book IAD-ORD(1)-PHX-DEN(2)-IAD, it prices me way over $108.00, last time was $921.00. If it says "allowed 4 connections" (and thats only 2!), shouldn't that mean that $108.00 covers all of the connections? What is the clarification on this?

Ok. The fare is $108.00. I am allowed 4 TOTAL connections. So I can do 2 and 2, 4 and 0, 3 and 1, and so on...
My routing is certanly valid...
IAD-ORD-PHX-DEN-IAD. Thats only 2 stopovers, and it never backtracks!
If the fare class the $108.00 fare is in, is a vailable on all legs, shound't the fare reamin $108.00?
