And the return? Is this like an old JetBlue flash sale in which it's $49 outbound, and $251 back?

This is a launch promo for the new markets F9 just launched from LAS. Keep an eye on ATL, CLE, and DEN for similar fares. As F9 only charges 10k for some domestic awards, one trip gets you 20% of the way there.
Additionally, NK is almost matching this fare on LAS-BWI.

A la carte pricing

Sorry to be Debbie Downer, but, eyes wide open, does one pay for carry-on luggage etc. on award flights, as well as when flying on this fare? I guess one can do the new trick of "layering" after one arrives at the airport. Doing it sooner might be a lot less viable in Las Vegas in the summer than in many parts of F9's network.

I'm sorry. I don't know Frontier. I had heard that they charge for carry-ons.
